"To fill in and reclaim the area tinted and

cross-hatched in blue (condition (3)') is estimated to cost

$34,700, but in return for this outlay the Government would

have a Marine Lot available for sale containing about 180,000

Square Feet. This should be worth at least 50 cents per Square

Foot, or about $65,000, and the outlay would therefore be a

remunerative one.
